Transport for London (TfL) - Strategic Labour Needs and Training

In 2008 TfL jointly commissioned an Industry Study which highlighted severe skills shortages in the Transport Industry. At the same time London suffers severe social challenges, with low levels of skills and high levels of poverty and unemployment, particularly in BAME communities. A programme was developed which harnessed TfL’s spending power to open up skills, training and employment opportunities through their supply chain. A procurement approach was developed in consultation with suppliers and the wider TfL business. Requirements went into contracts for their suppliers to ensure local communities are able to access job opportunities within TfL’s supply chain. Over the last two years the programme has enabled over 500 BAME Londoners to secure jobs with TfL suppliers.

  • In 2010/11 over 1000 unemployed Londoners accessed work. Working closely with organisations in areas of high BAME unemployment such as LEAP in Brent ensured that TfL’s largest recruitment activities have been accessible to BAME communities.
  • Initial Transport Services last year recruited 334 staff, of which 70% were BAME.
  • Apprenticeships have been secured through TfL’s ‘Routes Into Work’ programme, which supports young Londoners Not in Employment, Education or Training by identifying their future career aspirations and training needs. The pre apprenticeship training is specifically tailored towards careers and apprenticeships in industries such as Engineering, Transportation and Construction.
  • Suppliers who have supported the programme are also able to utilise their experiences to help them bid for other public sector contracts, as the wider industry adopts the approach that TfL developed this becomes a business advantage.
  • Suppliers are now voluntarily participating in the programme.
