Transport for London (TfL) - Supplier Diversity Programme

TfL has implemented a large scale supplier diversity programme across all categories of its expenditure. The programme has addressed not only how to engage diverse suppliers in direct contracts, but also how to introduce more diversity into the supply chain at different tiers.

Key achievements include:

  • Embedding supplier diversity into the way TfL do procurement through an innovative combination of internal stakeholder engagement, tools and guidance.
  • Opening up nearly 150 contracts through early adoption and use of the innovative CompeteFor supply chain diversity tool across the business.
  • Supporting small and diverse suppliers through improved cashflow by adopting a 10 day payment policy for their invoices.
  • Changing buyer behaviour in a number of major suppliers from the construction, engineering and consultancy sectors to be more conducive to supplier diversity.

Impact

TfL have seen a dramatic culture shift within the organisation. Supplier diversity is a well understood concept and is consistently addressed by teams in their procurement strategies.

  • Use of the CompeteFor system to advertise over 100 of their own contracts, and by working with suppliers has also seen nearly 50 sub-contracts advertised too.
  • TfL’s prompt payment programme has seen continuous improvement over time. During 2010/11 the ten day prompt payment performance for SME invoices peaked at over 90%, resulting in a positive cash flow outcome for the businesses.
  • The three companies providing TfL’s six year, £1.2bn Highways Maintenance contracts have independently established an equality and diversity forum with others in the industry to share experiences.
